A while ago, Delvin gave me the Whiterun job, and so I finished that. But since then, I must have done around 10+ jobs from Delvin & Vex for Windhelm, Solitude, and Markarth, and not ONE of those special jobs have generated.

However, you are still able to complete jobs given by either Delvin or Vex. WebYou have to do 4 special quests from Delvin...you get them by doing 5 radiant quests from Delvin and/or Vex in Markarth, Solitude, Whiterun and Windhelm. Once you do enough quests in one of those cities, the next time you talk to Delvin he'll tell you he has something special for you to do and send you off to that city to get the details. Reply
